Add 11/2 cups sugar and beat until light and fluffy, scraping sides of bowl occasionally. Add eggs and beatwell. In another large bowl combine flour, cream of tartar, baking soda and nutmeg; add Pancake Mix and blend well. Gradually add flour mixture to butter mixture and mix well. Stir in raisins and walnuts. Cover and refrigerate until well chilled, at least 3 hours. Preheat oven to 400F. Combine 3 Tbsp. sugar and cinnamon in a shallow bowl. Working quickly, shape dough into 11/2-inch balls and roll in cinnamon mixture to coat. Place 2 inches apart on ungreased cookie sheet. Bake 10 to 12 minutes or until cookies are golden brown; transfer to wire rack andlet cool. Store in airtight container. Makes about 4 dozen cookies.
